Working in Partnership to Rehabilitate Offenders and Reduce Reoffending

Tuesday 15 November 2011

Westminster, London

The Government has outlined its plans to rehabilitate offenders and reduce reoffending in its response to the Breaking the Cycle consultation. With commitments to localism, bringing in non-statutory organisations to provide services and payment-by-results, what should local agencies be doing to improve partnership working and prepare for the new landscape?

Issues to be Discussed

  • The central-local relationship: how will it work to reduce reoffending?
  • Who will be responsible for commissioning what?
  • How will payment by results work?
  • How can partnerships better work together to provide a holistic response to managing an offender and reducing their likelihood of reoffending?
  • How will central performance management be simplified?
  • Is there any money to implement the Government’s vision?
  • Where does a Police and Crime Commissioner fit in?

Confirmed Speakers

  • Lord Bichard, Senior fellow, Institute for Government
  • Luke Edwards, Reducing Re-offending Portfolio: Payment by Results and Local Approaches, Justice Policy Group, Ministry of Justice
  • Sally Richards, Head of Reducing Re-offending Unit, Home Office
  • John Long, Assistant Chief Constable, Avon & Somerset Police & ACPO lead for IOM
  • Roz Hamilton, Chief Executive, Greater Manchester Probation Trust
