From the second quarter of 2008/09, we are responsible for agreeing and publishing performance ratings of prisons and probation areas/trusts as part of the regulatory framework for NOMS. This is to ensure independence and transparency of the final performance assessments.
NOMS produces assessments of performance for all providers using frameworks that have been agreed with the department. These are:

the Integrated Probation Performance Framework (IPPF) for probation

the new Prison Performance Assessment Tool (PPAT) for both public and private prisons, with further data on public prisons being part of the assessment for those providers through a weighted scorecard of measures (similar data is not available for private prisons). Further work is under way to seek to ensure that the systems for private and public prisons are aligned as closely as possible.
Ensuring transparency in the rating system is an important issue for providers. The moderation process and publication of all performance ratings will give assurance that there is transparency and appropriate independence from NOMS in the process for agreeing ratings.
